When you got photos like this, i d suggest to try either bracketing or manually change aperture time, and obviously make a few shots with different settings and then pick up the best at home.

Once at home i can suggest you to try to use lightzone, it s free for linux and payware for windows. there must be a way to tweak lightzones in gimp or photoshop, but i d need to find how theses softs have way to much options.

If you got the original photo i can try to do something for you.

note: i am neither a professional photograph nor a specially good one, just i like to tweak photos a bit and takes lot of photos when traveling and at some special occasions.</description>
